Contract position for three years. Statewide not for profit seeks Program Manager for three (3) year contract position to work in cooperation with Office of Children and Family Services (OCFS) regional offices.

Background: OCFS anticipates a total of $4.8 million over three (3) years in federal VOCA funding from the NYS Office of Victim Services (OVS) to expand CAC services to underserved communities in New York State. There are specific monitoring requirements related to VOCA funding which are in addition to OCFS' ongoing monitoring and oversight responsibilities.

The Program Manager would assist OCFS staff in the monitoring of Multi-Disciplinary Teams and Child Advocacy Centers (MDT/CAC) funded by Federal Victim of Crime Act (VOCA) funds. The Program Manager will be required to monitor the MDT/CACs to determine that they meet OCFS standards as well as meet all VOCA regulatory requirements. The Program Manager will assist in supporting OCFS' oversight of MDT/CACs. As part of this oversight responsibility, the Program Manager will need to assure that MDT/CACs are providing a community-based approach established from the onset of the investigation, designed to protect children from further and/or future abuse, and strategically targeting services and interventions by all MDT member agencies involved with the investigation, treatment, management and possible prosecution. All services provided under any resulting contract must be in accordance with all State and Federal laws, rules and regulations.

Responsibilities of the position include:

  • Provide monitoring and technical assistance through review of program reports, regular communication via email, telephone, and in-person site visits to ensure adherence to program standards and VOCA requirements
  • Responsible for the development of program contracts, approval of performance targets, work plans and program budgets
  • Work in cooperation with OCFS regional offices to support local districts serving on MDTs
  • Represent the unit, bureau, and agency at meetings and workgroups

The Program Manager must commit to work a 37.5-hour work week for the duration of the three-year contract. Additional time outside of the 37.5-hour work week may be required when the Program Manager is in travel status due to site visit and/or training. Additional time to be compensated while in travel status must be approved by OCFS on a case-by-case basis depending on the specific travel needs, in compliance with all OCFS agency rules/regulations.

Minimum Qualifications: The Program Manager must possess the following educational and experience requirements:

  • A Master's degree in social work or a related field with one (1) year of experience providing services to children, or;
  • A Bachelor's degree or higher in a human services related field; and a minimum of four (4) years' experience providing services to children, or;
  • An associate's degree in a human services related field with five (5) years providing services to children.
  • A minimum of one (1) year of experience serving on a child abuse MDT, working at a CAC, or as a child welfare caseworker.

Requirements:  The Program Manager must also provide the following with approval obtained no later than the Program Manager's start date:

  • A Valid NY State driver's license.
  • A resume that documents, at a minimum, the required experience above, to include all positions held during the last five (5) years
  • Proof of degree and educational requirements
  • Three (3) professional references which must have been received within the past twelve (12) months. These references must be able to verify that:
    • The Program Manager has the capacity, written and oral communication skills, and the facilitation skills to manage this initiative
    • The Program Manager has the knowledge in the operation of MDT's

In addition, clearance from the New York State OCFS State Central Registry must be obtained as early as possible after the hire date.

Additional Description:  The Program Manager will be located at OCFS, 52 Washington Street, Rensselaer, NY 12144 and will be assigned 37.5 hours per week Monday - Friday for the duration of the contract. Please note that the work location may have security policies which must be followed. OCFS will work with the Program Manager to obtain necessary clearances. Program Manager may be required to provide information such as, but not limited to, the company name (if applicable), the employee's name (as it appears on ID), valid driver license number, vehicle make, model and license plate, etc. to gain access to the work location.

Salary: $52,000/year
